The Port completed a comprehensive Scappoose Bay Marine Park Study of how the Scappoose Bay Marine Park is performing both operationally and financially. The study took a closer look at:  

Community & Market Insights 

  • Who uses the marina? The study identifies where our tenants and users come from, and how that’s evolved over time. 
  • Growth trends: We explored how the regional boating market is changing and what future demand may look like. 
  • Regional comparison: Our marina was assessed alongside others in the area to see how we measure up in terms of services and amenities. 
  • User mix: The report includes a breakdown of recreational boaters and hand-powered craft users. 

Financial Overview 

  • Revenue & expenses: A detailed look at the marina’s income, costs, and overall cash flow. 
  • Capital needs: We identified upcoming infrastructure improvements, dredging requirements, and related investments. 
  • Funding opportunities: The study highlights potential grants and funding sources to support development. 
  • Return on investment: We reviewed the Port’s return on investment to ensure responsible financial planning.

These findings have been shared with Port staff and Commissioners to help guide strategic planning and future decisions. Our goal is to support a safe, sustainable marina that continues to serve the community.
